RE: Concerns About Planning Processes for Ocean Village
Dear Members of the WAPC,
​
Before Blackburne purchased the Ocean Village car park, their Director of Developments, Mr. Chau, made public commitments to the Council and residents about how planning would proceed. The relevant meeting took place on Tuesday, 7 February 2023. Mr Chau committed to creating a Local Development Plan (LDP) that would address building height, design, and other important details, giving the community a chance to be involved. As far as we know, this commitment played a key role in the Council's decision to sell the land, and Blackburne gained 50% more land through this process.

In the meeting, Mr Chau said: “The local development plan can only be determined by the local Council, so I don’t quite understand how someone could go around the local Council in this situation.” Yet subsequently, Blackburne applied directly to the SDAU and it has not conducted a LDP.
​
These events raise serious concern in the community about the planning system. The actions seemingly denied me and other residents the consultation opportunities we legitimately expected. In applying directly to the SDAU, the developer caused confusion and left residents struggling to respond to a sudden and unexpected Development Application. We ask that you ensure proper and orderly planning procedures are followed and that the community is given the chance to engage in the process it rightfully expected.
